Inconsistency in carry over

I am looking at intertops and their terms and conditions Here show no negative cary over, but elsewhere on the site Here and Here it indicates that there will be a carry over

The first link goes to the affiliate software powered by Income Access. All new affiliates are signing up there. The later two links are for the in house Intertops affiliate software. This software is legacy, no new affiliates can sign up and it is only for affiliates that had there an account before and don't want to switch.
