What are the Reasons Commission.bz is a Predatory Affiliate Program

I just want to know what makes Betonline (commission.bz) follow into the category of "Predatory" I think they should be Rouged. I will explain my issue, unless it falls under Predatory.

It's a good program, but the quotas should not have been applied retroactively imo.
