Заголовок: TOPONEPARTNERS refuses to pay for test via CPA and ignores arguments of the opposite side

In July we launched Red Dog USA on Facebook and in total TopOnePartners (further - TOP) system sent postbacks for 47 conversions to our tracker and then our manager told us that 42 of them were the result of a technical error. We didn't have a chance to check if those were real conversions or not. We requested a few things that could confirm this but we didn’t get any of them. Nevertheless we agreed to close July in accordance with the information from our manager Ariel and in total we were only supposed to be paid $1000 for 5 conversions (btw, we are still not paid for them).
We still don't have any evidence if this was an error or not.
Anyway, this is actually not the main issue the topic is about but we have to mention this as this can help to understand the full picture of what this cooperation looks like to us.
In the beginning of August we agreed on continuation of our campaign and we launched traffic on 14-15th.
To the moment of 17th we still didn't have any stats and we asked Ariel to either fix this or manually provide the stats. Ariel told that we should see the stats within 1 hour. However, we only received stats in the end of the 18th.
A bit later same day Ariel informed us that the quality is awful but didn't give us any quality report. (We still don't have it to this moment, and it's the 29th of August already) The affiliate system doesn't provide any traffic quality indicators either. However, we agreed to take efforts on bringing more qualified traffic. On weekend we received 6 more conversions and suddenly Ariel came and told us that the quality is so awful that they’re going to pay August via rev.share, not CPA model. The traffic we brought consists of real users, not fraud.
We understand that sometimes traffic can leave more to be desired and of course we're always interested in bringing better traffic but the thing is:
1. We didn't have any stats or quality report after the launch, so we had no ability to see how our campaign was performing to optimise it ;
2. We were not given any quantitive KPI's in advance before the launch (screenshot attached) to know for sure which traffic is paid and which is not, only a baseline, so we assumed everything is going to be paid, the same way like we work with every other client we have;
3. We didn't have a chance to wait to see if quality of the traffic we already brought gets better. Ariel said that the quality is bad after a few days of the start having only ≈20 FTD. Of course, sometimes it happens when traffic pays back the next day. But this is not the everyday practice. The common practice here is to work with this traffic from the side of a product and start measuring if it is beneficial in a couple of weeks.
Ariel informed us that they’ve taken a one-sided decision to pay for August much less than we were supposed to get and it cannot be discussed.
Ultimately, for us all this situation looks like lack of transparency from one of the two sides.
We do not accept this one-sided decision.
We suggested TopOnePartners to cover our expenses for these campaigns. We're not including costs of job of all people involved, only the cost of the traffic we brought. We can provide all the necessary proofs that the total amount is around $2500.
Just for understanding, according to our arrangement, 20 FTS for August should cost $4000.
We had a long conversation with Ariel pouring water and not telling us how we can measure if quality is good or not (finding out what their KPI is). Ariel kept saying "i'm not the boss here" and "the decision is final". Finally after a few attempts we managed to talk to the head of Ariel, Callie, she was added to our chat. After sending her our summary, we got the same response as we got before.
