Products based on sporting or horse racing outcomes may qualify if they use a peer-to-peer model, with the operator acting only as an intermediary. The debate follows disciplinary action against Polymarket and Kalshi, which were blocked for operating without Spanish licences. Meanwhile, regulators are preparing broader reforms to remote gambling rules and rolling out cross-operator deposit limits. The new caps will initially be tested in September 2026 before taking full effect in March 2027 across the country.
