TrafficJunky is an ad platform, we sell our traffic to advertisers and affiliates who understand how to convert their offers. Our team is made up of account managers that know what works, what spots work best for each vertical and can help optimize. We don't have a team that can build funnels, marketing pages, A/B test banners, and anything else that comes with Media Buying. Even our remnant gets sold on a cpm basis. We don't have the team or capacity to properly set up our affiliate offers on our traffic.

Converting 1.4 billion impressions a day, would require a large team, others offers would get saturated, landers would get saturated and we're just not built for that. I understand your point but, it really just comes down to not being built for that.
