YouTube Gambling Ads Expand Under Strict Google Policy Rules
Google has widened access to personalised gambling advertising on YouTube, giving eligible businesses more ways to select audiences while retaining restrictions on customer data. The change took effect on October 30, 2026, in the United States and Canada. It also covers the United Kingdom.
The adjustment follows a separate expansion of YouTube Masthead eligibility earlier in October. Both changes operate within Google’s gambling advertising requirements, with additional approval conditions continuing to limit prediction market campaigns.
Audience Selection Remains Subject to Data Controls
Eligible advertisers can select from audiences that Google defines in advance, including Affinity and in-market categories. They can also use permitted demographic options and location targeting. These tools allow businesses to direct advertising toward audience groups within the restrictions that apply to gambling content.
Google continues to prohibit advertisers from assembling their own audiences for sensitive categories. Its policy states: “You can’t use advertiser-curated audiences.” Customer Match and Your data segments remain unavailable. The restrictions also cover Audience expansion and Lookalike segments, preventing operators from using their own customer databases for personalised campaigns.
Custom segments carry further conditions when adverts contain sensitive creative material or direct users to sensitive landing pages. Google permits those combinations only in Display campaigns. Within that format, advertisers must reach non-sensitive audiences or rely on contextual targeting.
Health information connected with gambling-related harm remains prohibited as a basis for identifying audiences. Google also excludes everyone under 18 from personalised advertising across all categories.
Masthead Eligibility Carries Its Own Conditions
The earlier change, effective October 21, extended Masthead access to additional certified online gambling advertisers. Masthead provides a prominent YouTube advertising placement, and businesses seeking access still need to meet the relevant approval requirements.
An exclusion applies to gambling-promoting businesses that do not face mandatory registration with a state or national gambling authority. This condition limits which promotional businesses can use the placement.
The two October decisions therefore affect separate aspects of a campaign. The October 21 measure concerns access to Masthead, while the October 30 adjustment concerns audience selection. Land-based gambling advertising also continues to require a separate opt-in.
Prediction Market Approval Remains Geographically Limited
Prediction market operators must satisfy an additional approval process before advertising. Google requires these businesses to hold “all applicable local financial, commodity, and/or gaming licenses”.
In the United States, qualifying exchanges need authorisation from the Commodity Futures Trading Commission. Eligible brokerages need authorisation from the National Futures Association. These businesses must provide access to specified products listed on exchanges.
The approved US locations exclude Connecticut, Michigan, Nevada, New York and Ohio. Google also leaves the United Kingdom and Canada outside the territories permitted under its prediction market approval framework.
The company separately prohibits adverts for binary options that pay a fixed amount or nothing according to changes in a financial asset’s price. Disputes over event contracts continue, including federal regulators’ challenge to Utah’s attempt to apply state gambling laws to those products.
Google’s broader gambling rules require campaigns to “never target minors.” The company has yet to publish a complete list of gambling products covered by the new targeting permission. Advertisers’ eligibility continues to depend on the products they promote and the requirements in each market.
