Can't imagine anything better than a plugin using Google Translate. Perhaps a plugin that uses ChatGPT, other than that, your best bet is translating services.
Thing is if you are using a plugin that already uses Google Translate, why not let the user do that themselves via the Chrome right click? Most that don't read English already have it automatically setup for any page that is English (at least those who I've met).
