What I know Romania government is pretty strict in these restrictions. Even an aff needs a licence there to promote brands

Thats correct, but each month more and more websites are added to the blacklist. Also you can only promote licensed brands in Romania and in order to do that you will need a second class license that costs 6000 euro/annum + 1000 euro/annum as a gabling addiction prevention contribution.
Is that good? Is that bad?
Since I`m new here would be great to hear about it

Good/bad - who knows? I think it is good for prevention. No big number of affs will target this country, because of such high fees. But if an aff company will get the license, it can promote casinos on large number of websites. So there is room just for bigger players.
