ReferOn - Do you have to request banners?

I've signed up for a few programs using this software and it seems like I get into the program and I have nothing to promote. seems so odd - I am not used to this. The path seems to be:

Register > Get accepted > Nobody contacts you > You have no banners

Is this normal? Why accept an affiliate and give them nothing to promote? Am I just missing something? Sorry to sound like such a newbie

This is something I have came across aswell... super annoying, and I also cant understand it. So its normal, but definitely not normal at all. I always say that with such attitude people wouldnt be able to make a single penny in any other industry.

100%!!! And then the issue is that you ask for banners and they either load you up with questions.... or they don't respond at all. Then - why let me into the program? And, why should I promote your properties if it this difficult to get started?
