The Philippine government is exploring proposals to increase online gambling license fees, currently set at 25% of gross gaming revenue, to as much as 40%, specifically targeting electronic gaming platforms rather than integrated resorts. This move is part of a broader plan to generate approximately PHP 200 billion in gambling-related revenue in 2025, evenly split between digital and land‑based operations. Finance officials caution that excessively high fees may drive operators underground, with as much as 60 percent of online betting already occurring outside the regulated market. Other reform ideas under consideration include restricting e‑wallet access, curbing betting hours, and requiring future operators to list publicly to enhance transparency.
