This move is part of a broader plan to generate approximately PHP 200 billion in gambling-related revenue in 2025, evenly split between digital and land‑based operations. Finance officials caution that excessively high fees may drive operators underground, with as much as 60 percent of online betting already occurring outside the regulated market.
