If I am based in the USA. Can I legally create websites that target NON-USA players? If I am promoting legal gambling sites in other countries to their citizens is that OK? It is really hard to find anything online that talks about this issue. What are your thoughts?

Despite what they imply, the U.S doesn't own the world, or the internet.
so You may legally do whatever you want - even targeting U.S players as an affiliate, and sending the traffic to an "internationally licensed" casinos or sportsbooks.

the problem is that the regulated / licensed US-Friendly sites (in a couple of states) will not work with you if you put them alongside the "offshore" sites you promote.

so your play is either:

1. promote only "white"/regulated/legal U.S casinos - for a U.S audience. [lots of red tape here..]
2. promote only "international"casinos (a.k.a "gray" by those who try to throw shade on them- often lumping regulated and unregulated international casinos in to the same "bucket") to a US market
3. promote gray casinos to non-US market.

Yes you can. I would avoid all offshore licensed and non-licensed gambling sites though.

Yes, as long as you're not targeting US-players, you can.

Isn't it hard to get the license to become affiliate in legalized states?
