Starting Nov. 14, Italy’s revamped online gambling rules kicked in, creating a streamlined and strictly regulated environment for digital betting. Agenzia delle Dogane e dei Monopoli (ADM) launched 52 new online licences, with 46 active operators, and pulled in €364 million from the €7 million-per-licence fee. The move ended the old “skin” model where one licence covered multiple websites; now each operator can run just one domain. Enhanced player protections include verified ID through SPID or e-ID cards and tighter controls on spending. The overhaul is just phase one, with further changes looming in 2026.

Italy’s new framework looks like a significant reset for the market. Clearer rules can help operators and affiliates understand compliance expectations, but it will be important to see how enforcement is applied in practice. Hopefully the transition period gives enough time for everyone to adapt.
