Finland is ending its state-controlled gambling monopoly and shifting to a competitive licensing model for online casino and betting operators by 2027. The reform will allow private companies to apply for licences starting in early 2026, with operations expected to launch from January 2027. The plan introduces a two-track system: one licence for gambling operators and another for software suppliers. Meanwhile, the current state operator will retain control over lotteries, scratch cards and land-based slot machines. New regulations promise enhanced player protection, stricter identity checks, responsible-gaming tools, and tighter oversight of advertising.
