USA Casino Licensing

Hi. Has anyone had any luck signing up to become an affiliate for any of the licensed casinos in the United States? I am currently going through the licensing process in Michigan. I have applied to all of the affiliate programs for casinos and sports betting that are offered in the state. So far none of them have responded to any of my applications. I'm trying to get a letter of intent from a casino that would allow me to become a licensed affiliate there.

Are they letting new affiliates into the system or is this just a way to keep out small business? Any insight would be great.
