The new regime introduces a €7 million license fee, 35 times higher than before, prompting fears of reduced market participation. Applications are expected to drop from 93 to about 52, with active licenses potentially shrinking from 81 to around 33. Legal appeals against the fee were rejected by the Lazio administrative court and the Council of State. The new framework also enforces stricter responsible gambling measures, including protections for young adults and real-time transaction oversight.
