What is the maximum # of links per month on average that you would put?
What would be the minimum until you feel you start losing ranking?

Depends on your niche - check referring domains growth of top 10 competitors, get medium and median, add 10%-25%(since not all of your links will be visible for Google) and you'll get the safest number of links per month.
