Nearly a third of the U.S. gambling market—about 32%—operates illegally, with Americans wagering an estimated $673.6 billion annually through unregulated channels. This underground activity costs states roughly $15.3 billion in lost tax revenue each year. The illegal sector has grown 22% since 2022, driven by unlicensed “skill” gaming machines, offshore iGaming sites, and illicit sports betting. Without oversight, players face heightened risks while unlicensed operators profit. American Gaming Association CEO Bill Miller is urging a nationwide crackdown to protect consumers, secure tax revenues, and curb the influence of illegal gambling operations on the U.S. gaming industry.
