New Zealand Online Casino Market Prepares for December Launch
New Zealand’s planned online casino market opening is moving closer, with operators now awaiting the next steps in a licensing process that will decide which companies can legally continue offering services to local players from December.
The country’s expression-of-interest stage concluded on 14 August, marking the end of the initial phase for businesses seeking approval. Companies that submitted interest are expected to compete in a September auction process before completing the remaining regulatory requirements.
New Zealand’s framework will allow up to 15 online casino licences. Each licence will apply to one casino brand, while individual operators will be restricted to holding a maximum of three licences.
The licensing system follows the Online Casino Gambling Act 2026, which became effective on 1 May. Operators that advance through the process must complete a formal application and assessment before receiving final approval to operate.
Operators Prepare For Limited Licence Opportunities
Several companies connected to Australia’s gambling sector have reportedly entered the licensing race as the market opening approaches.
Stake, the online betting company founded by Australian billionaire Ed Craven, has reportedly submitted an expression of interest. The company has expanded into several regulated markets, including Italy, Brazil, Colombia and Peru.
Entain is also among the businesses linked with the process. The company already has a major presence in New Zealand through TAB’s racing and sports betting operations. Its broader group includes brands such as Neds and Ladbrokes, and the company had previously indicated that it planned to seek online casino approval in the country.
Dabble, an Australian operator focused on sports betting and daily fantasy sports, is also reportedly pursuing access to the New Zealand market. The company received online casino authorisation in the United Kingdom earlier in 2026.
Virtual Gaming Worlds (VGW), founded by Laurence Escalante, has also been associated with the licensing process. Although VGW previously rejected suggestions that it planned to enter New Zealand’s online gambling sector, reports indicated that the company or interests linked to Escalante had considered submitting an expression of interest.
SkyCity Entertainment represents an existing casino operator in the country. The ASX-listed company currently runs five casino properties across New Zealand and Australia and already operates an online casino service based in Malta.
Regulatory Changes Will Affect Offshore Operators
The upcoming market launch will also introduce changes for offshore online casino businesses. From 1 December, operators that successfully progress through the new licensing system will be allowed to provide online casino services under transitional arrangements.
Offshore operators that do not move through the licensing process will be required to exit the New Zealand market.
SkyCity estimated that the country’s online casino sector could reach a value of approximately NZ 1 billion, equivalent to around US$595 million, according to its FY26 results presentation.
The September auction will determine which applicants secure access to the limited number of available licences. The process will use an ascending-clock auction model, where prices rise through multiple rounds until demand reaches the level required for the available licence supply.
Winning the auction will not immediately grant permission to operate. Successful bidders must still submit formal applications and meet New Zealand’s regulatory conditions before obtaining a licence.
Initial licences will be issued for periods of up to three years. Operators may then seek renewal for an additional five years. With the licence cap and ownership restrictions in place, the upcoming process will establish which businesses are approved to participate when the regulated market begins in December.
