Yeah thats definitely an issue, I hate when somebody wins big the last day and messes up steady monthly numbers for an affiliate. From an affiliate manager's stand point it also sucks when there is a big loser for a month and then on the 1st day of the next month he/she makes everything back...

From my experience, freelancer.com usually does the trick. I've tried Fiverr but it isn't too good based on the low amounts of cash they ask for.
