Confusing story...but welcome to the world of government regulation. They're just keeping us safe ya know

If you were in their situation, you would do exactly the same thing. Its very similar in many other European countries including Bulgaria or the Czech Republic and recently Latvia as you specified. Some countries become regulated and are kinda OK - Italy or Denmark. And some stay in this ridiculous situation.

The funny thing is that this is directly against the laws of the European Union. The EU guarantees free cross-border movement of citizens AND SERVICES. Therefore it is illegal to discriminate foreign service providers or even create a monopoly on some service.
