Spelinspektionen submitted proposed regulatory changes for football betting to the country's National Board of Trade. National Board of Trade is now tasked with submitting regulations to the European Commission for approval. If these rules come to force, football betting would be limited to Sweden's top four divisions (it will need to involve teams from the same divisions in order to be bet on).
Lower league betting restriction was necessary because it is more liable to match-fixing.
Players will still be able to place bets on the international friendlies.

These and other proposed rules can only take effect after the European Commission has given opinion. Spelinspektionen expects these rules to come into effect at the end of the year.
