Incentivized traffic

Hi. I have come across this term a couple of times recently and have had to stop and think exactly what it means.

incentivize
verb
past tense: incentivised; past participle: incentivised
  1. motivate or encourage (someone) to do something; provide with an incentive.
    "this is likely to incentivize management to find savings"

    Assumption - Casinos would not look favourably on this as it would not generally produce high quality traffic. ?

    I can understand the reasons why people would incentivise traffic obviously, but I am having trouble figuring out where the line is drawn when your traffic becomes classed as incentivised. Is it a money thing, if you offer them matching deposits or money to signup etc, or can your traffic be classed as incentivised if you offer them a playing experience or something with no monetary incentives.

I think the issue is with monetary incentives. It was more an issue with CPA where folks would offer an incentive like $50 on a CPA with a minimum $50 deposit, then the affiliate would get $100-$150 for that player. That's a big problem for casinos because the player will likely never play again and the affiliate gets $50-$100 out of their pocket.
