Because there were multiple incidents in the past and no stricter acceptance policy have been implemented the listing will remain permanent until we can no longer find malicious hacks that will reflect on landing pages provided by these programs.

Why not keep them blacklisted after they were removed? They were there for years. That says a lot about their morals.

They will remain blacklisted until all accounts are closed, the hacker been given a formal warning that they will handover his credentials to the police and all money earned from this account will be donated to a good cause.

IMO they will never comply ;-)
