    Because the big media buyers but absolute trash traffic from anywhere they can. They pay $0.50 CPMs to really bad African sites and then drive traffic to operators and charge them 10x or 20x more in CPAs or fixed fee. They know they're driving worthless traffic that wouldn't perform on revenue...
