Both Blue Square and Mecca Affiliates have added a term into their terms and conditions which allow them to withold commissions for a breach of contract.

TERM ADDED

Where we believe that a breach of any of the conditions herein contained has occurred, we reserve the right to withhold commission payments.

Summary: A simple term addition and one most programs already have in place, this term allows the program to withhold commissions in the case where affiliates do not hold up their end of the terms and conditions.
