How much was the payment?

Its was for less than $50 from a casino affy program with a $13 charge

Yep, thats normal ufortunately. At least their terms justify it.
Once I paid a $52 fee on a $300 payment, albeit a conversion to € was included.
Neteller is a disastrous payment processor, will never use again.
