I would say yes. Its the #1 way google knows for what search terms to bring up a site. To little keywords, and you wont be found, to many and you will be seen as spam.
I have a few sites, and this is one of the things I mainly use to be found for unique keywords...

It seems to be a minor ranking factor based on what I've read and from my own experiences. Check this out and it says the same thing - Keyword density - Wikipedia, the free encyclopedia
Here's a direct quote from this Wikipedia page:
"In the late 1990s, which was the early days of search engines, keyword density was an important factor in how a page was ranked. However, as webmasters discovered this and the implementation of optimum keyword density became widespread, it became a minor factor in the rankings"
I wouldn't read too much into a magic keyword density #. There are sites ranking #1 for keywords that don't even mention that exact keyword on the page, then there are sites ranking #1 where that keyword is plastered all over the page. That should tell you something.
Of course there are many other factors in play with why a page ranks like backlinks, theme, relevance, competiveness, trust, ect.., so putting your finger on why certain pages rank for their keywords is a bit of a guessing game to a point.
So while I don't think there is a magic keyword density number, I personally like tweaking page copy a little if it's a low competition keyword to see if I jump up or down. But I wouldn't go crazy trying to maintain a certain keyword density across all your pages. That will just drive you nutty.

You have explained the matter perfectly. Just one addition: Niche keywords has effect on search engine reaches.
I also agree with bonusgeek and how he explained it. I would like to add too.
Although not having the KW on your page you can rank high with other metrics such as links, etc. But a site that mentions that exact KW can have fewer links and rank near that other site.
Again, if the #1 site ranking for a term did not mention that term and then decided to mention that term, that site would have an even stronger position.
If I was you I would try and mention the KWs a few times on the page and if possible the exact KW phrases if possible. If it sounds spammy then don't
If you mention a term twice, mentioning it another 10 times will have no effect. Gone are the days of KW density in my eyes.
