Diversion - Man arrested in my state

On Saturday while in Madison where this guy was arrested, my brother told me about this story of a man arrested in a park drunk and drugged up. Last night I was told by someone at the arresting facility (Dane County Jail) that this guy is also mentally unstable... however, he did change his name to something quite amusing:
