Will it be penalized by google if google catches your outbound links are from link sales? Is one way link dangerous for SEO?

I don't think Google really knows anything about link sales at this level. They are looking at places like:

GotLinks, LinkAdage, and the big guys. PLUS - they are looking at high PR sites more than the typical.

AND, don't forget that they could care less about gambling sites since we are all 'bad neighborhoods'

Basically, my thoughts are that purchasing links are just fine. You will get many who disagree with me, though.
